BUILDING A GREEN INNOVATION–FRIENDLY ACCOUNTABILITY FRAMEWORK IN UZBEKISTAN
Main Article Content
Abstract
The transformation of Uzbekistan toward a green economy not only needs technological modernization but also strong systems of financial accountability, auditing, and institutional transparency. The country is moving fast with sustainable reforms, yet still the lack of proper accountability mechanisms hampers the adoption, monitoring, and long-term durability of green innovations. This research investigates what role financial accountability, public-sector auditing, and regulatory oversight can play in creating an conducive institutional environment that embraces green innovation and sustainable growth. By using an integrated law-and-economics point of view and a conceptual comparative analysis of emerging-economy practices, the research brings to light the structural weaknesses in the current governance system of Uzbekistan including the lack of transparency in green investment flows, the low level of environmental compliance enforcement, the existence of different institutional mandates, and the limited capacity for audits relating to climate-adapted financial risks. The results emphasize that enhancing independent auditing functions, introducing digital accountability tools (like e-reporting, blockchain-based audit trails, and real-time monitoring systems), and augmenting fiscal disclosure can hugely boost trust, lower corruption risks, and thus make green innovation policies more effective. This particular research has put forward a Green Accountability Framework that is specifically designed for the case of Uzbekistan, highlighting the need for unambiguous regulatory standards, evaluation of performance through measurable indicators, collaboration between different institutions, and incentives for the private sector to adhere to the rules. The study helps in the longevity of the debate around sustainable development by proving that the evolution of green innovation is not possible without a dependable accountability system and that the aspirations of a green economy in Uzbekistan will be tied to the combination of institutional reform, financial transparency, and governance that supports innovation.
